During his presentation, Justinas will present a framework for understanding where human decisions shape AI and where they distort it, as well as practical ways to govern AI at the source, not just at the output.
Justinas is a Product Manager at Oxylabs with experience spanning innovation policy, startups, and data-driven product development. His work focuses on building practical solutions to complex technology challenges while exploring the broader human side of AI systems.

Agentic web is expected to be the next stage in the web’s evolution. This vision assumes an open internet that has enabled modern AI breakthroughs for years. The web today, however, is becoming increasingly hostile to AI agents, with obstacles and defenses designed to mislead automated systems.
In his talk, Juras will discuss the future of AI agents, the growing complexity of interacting with the web, and whether truly autonomous AI systems can thrive in today’s online environment.
Juras is a COO at Oxylabs, where he oversees product and engineering teams building large-scale web data collection and AI-powered infrastructure solutions. Over the past two decades, he has focused on scaling complex systems and solving infrastructure challenges without a predefined playbook.
